BACKGROUND
The Rosebud Economic Development Corporation (REDCO) is seeking proposals from consulting organizations to lead the development of an operational Business Plan and financial Pro Forma for Rosebud Construction, Inc. (RCI). RCI is a business subsidiary of REDCO located in Mission, South Dakota on the Rosebud Reservation.
While RCI is an existing business, it is undergoing a strategic overhaul and should be treated as a new business for purposes of this scope of work. The business plan and financial analysis completed as part of this project will serve as the guiding documents to transform RCI into a leader in local construction and workforce development, with a focus on residential construction.
This project is timely, as RCI has an opportunity to be part of significant housing work that is already in motion on the Rosebud Reservation. Among the initiatives that are relevant to RCI’s strategy are:
Rosebud Sioux Tribe’s Hundred Homes Initiative – The Tribe has set aside funds to build one hundred new single family homes on the reservation.
Keya Wakpala Woicageyapi – This 590-acre multi-use development site is managed by REDCO, and aims to build over 10 homes in the next two years.
Sicangu Built – Sicangu Built will be a new REDCO subsidiary that will manufacture wall panels for use in residential home construction. As this is a new subsidiary, there is an opportunity to align staffing needs between RCI and SB to reduce cost and provide steady year-round employment for construction staff. The factory is currently slated to open in 2026.
Sicangu Co’s Learning and Development Department (L&D) – L&D has a track record of developing and sustaining effective workforce readiness initiatives and apprenticeships. They are planning to develop a construction internship program that would serve as a feeder program for staffing RCI.
South Dakota Homeownership Coalition Construction Internship (administered locally by Tatanka Funds) – The Coalition has offered construction internships the past two years, but has struggled to find consistency due to lack of local job sites.
Additionally, REDCO is one of three partner organizations working together within the Sicangu Co ecosystem to address economic development, affordable housing, food sovereignty, and other community needs. The other two organizations are the Sicangu Community Development Corporation (SCDC) and Tatanka Funds, Inc. (TFI), a Native CDFI. More information about Sicangu Co is available at www.sicangu.co. PROJECT BUDGET AND SCOPE
The consulting engagement will involve creating a comprehensive business plan (including comprehensive financial projections) for Rosebud Construction, Inc. (RCI). These plans will outline strategies for scaling operations, enhancing workforce development partnerships, and aligning with Sicangu Co’s values and long-term goals.
The final business plan deliverables should be in line with a typical business plan and include:
Executive Summary
Company and Product/Service Description
Market Analysis and Competition
Organizational Structure
Staffing and Workforce Development Plan
Management and Operations Plan
Sales and Marketing Strategy
Financial Projections
The opportunities and partnerships listed above are expected to be central to this business plan and therefore key to a successful engagement. For example, could Sicangu Built and RCI share staff and operate on opposite seasons? Are there milestones that RCI must meet in order for Sicangu Built to operate at maximum capacity and efficiency, or vice versa? What are the benefits and risks of creating interdependence between the two businesses? What role can Sicangu Co’s Learning and Development team and other regional programs play in creating and supporting apprenticeship programs?
Because of these dependencies, the business plan is expected to include plans and financials for multiple scenarios.
Communication between Sicangu Co and the consultant will primarily take place through virtual calls and email, but travel costs for a site visit are allowable within the proposal.
Sicangu Co expects proposals within the range of $30,000 - $40,000 but will consider all reasonable submissions.
The deadline for completion of this project is April 30, 2025.
SPECIAL CONSIDERATIONS
The selected candidate must obtain a business license from the Rosebud Sioux Tribe.
For otherwise equal proposals, Native American preference will be applied.
EVALUATION & SELECTION CRITERIA
The ideal consultant:
Has demonstrated experience in business plan and pro forma development. Experience with construction business planning will receive extra weight.
Has led or collaborated on prior projects in Native communities; or, if not, can demonstrate experience working with other BIPOC communities, especially rural ones
SUBMISSION CRITERIA
A submission must, at a minimum, include the following:
Description of the firm that includes a general overview, names and credentials of any members of the team who will be directly involved in the project
A one-page narrative outlining the firm’s strengths and distinguishing skills or capabilities as they might relate to this specific project
A representative example of a work product created in a similar project (ok to delete or black-out specific client identifiers), including financial analysis tools incorporated into any narrative report; tools can be in template form and do not need to be populated with data
A timeline/workplan to complete the scope of work
A budget for completing the project
